This visionary program aims to stimulate employment opportunities by facilitating the establishment of new entrepreneurial ventures across the state. No of Beneficiaries: 2 Lakh Beneficiaries in Two Years.

Financial Assistance: 2 Lakh/ 3 Lakh/ 5 Lakh Rupees in two installments.

Eligibility Criteria of Atmanirbhar Scheme

Residentship: Beneficiaries must be permanent residents of Assam.

Age Limit: The applicant’s age should be between 28 years and 40 years as of 1st April 2023.

Age Relaxation: Upper age relaxation will be 3 years for OBC, SC and ST candidates.

Educational Qualification: To be eligible for this scheme, applicants must have a minimum qualification of passing Class 10. Candidates from the OBC, SC, and ST communities must have completed at least up to Class 10 to meet the eligibility criteria for this scheme.

Skill Qualification: Beneficiaries should possess the necessary skills and knowledge, such as those acquired through ITI or Diploma programs, to engage in income-generating activities.

Loan Defaults: Beneficiaries must not have a history of loan defaults.

Government Service: Beneficiaries should not come from families with government service holders or pensioners.

Income: Only candidates falling under the BPL category are eligible.

Family: Only one member per family is eligible for this scheme.

Employment Exchange: Beneficiaries must have been registered with the Employment Exchange before 1st April 2023 to be eligible.

Under this initiative, the government is taking the inaugural step to lay the foundation for a brighter future. The key objective is to enable unemployed youth to become self-reliant by providing them with the necessary resources, guidance, and support. This includes training programs, financial assistance, and access to markets.

The government has outlined various components and strategies to achieve the objectives of Mukhyamantrir Atmanirbharshil Asom Abhiyan. These include: 

✅ To provide/facilitate self-employment to all categories of educated Youth through suitable mechanisms.

✅ To create an entrepreneur-oriented ecosystem in the state of Assam.

✅ To generate employment opportunities in rural and urban areas through through setting up of new ventures as well as growing existing ventures.

✅ To provide financial assistance to enterprising individuals and groups to undertake new economic activities or expand their existing enterprises.

✅ To strengthen the State Government’s special focus on the rural economy.

How to Apply for Atmanirbhar Scheme?

Candidates who have fulfilled the required eligibility criteria as mentioned in the official notification will be able to submit their online applications through the official web portal before the last date of application. Also, candidates can follow the guide to submit their applications.

Basically, there are two stages of the application submission process of this Mukhyamantrir Atmanirbharshil Asom Abhiyan –

• Registration and
• Application. 

As of now, Govt. of Assam has asked all interested applicants to register their names through the official CMAAA Portal. The official online application submission link will be updated in due course of time.

4️⃣ In that portal, you will get the option to register yourself.

5️⃣ After registration, you have to provide all your required details.

6️⃣ After that, you have to upload your documents.

7️⃣ After successful completion of all steps, your application will be submitted.

8️⃣ Also, you will receive an acknowledgement copy of your submission.

✅ Keep that acknowledgement copy for future use.

Atmanirbhar Asom Scheme itself is going to be one of its kind initiative of Govt. of Assam, as it will generate employment opportunities through the setting up of new entrepreneurial ventures. The scheme seeks to encourage self-income opportunities by promoting micro-entrepreneur youths of BPL families and low-income households.

Beneficiary Coverage

The Mukhya Mantri Atmanirbhar Asom initiative aims to target 2 lakh eligible beneficiaries over the next two years. The first phase will focus on assisting 1 lakh individuals during the fiscal year 2023-24, followed by another 1 lakh in the fiscal year 2024-25. This ambitious approach underscores the government’s commitment to tackling unemployment and fostering economic growth in Assam.

Financial Assistance

One of the standout features of this initiative is the innovative approach to providing financial assistance to budding entrepreneurs. Eligible beneficiaries will receive a government grant and an interest-free government loan. This financial aid is designed to enable the establishment of micro-enterprises or service units. Importantly, the loan component will be repayable after a reasonable five-year period, offering entrepreneurs the flexibility and support they need to get their businesses off the ground.

Skill Enhancement

To ensure the success of the Mukhya Mantri Atmanirbhar Asom initiative, selected beneficiaries will undergo a one-month training program. This training, conducted in collaboration with selected educational and skill training institutions, will focus on enhancing critical skills such as entrepreneurship, management, and accounting. In recognition of their commitment, trainees will receive a stipend of ₹10,000 during the training period. This investment in skill development is expected to empower beneficiaries with the knowledge and expertise required to run their businesses efficiently.

To streamline the process, a dedicated portal for registration will be launched on 23rd September 2023.
